INTRODUCTION Digital transformation processes are fundamentally reshaping global economies, with Uzbekistan actively engaging in this paradigm shift. In 2023, the share of the digital economy in Uzbekistan's GDP reached 4.6% [1], demonstrating a steady increase from 2.5% in 2020 [2]. This growth is underscored by significant investments in the sector, with total investments in information and communication technologies (ICT) reaching approximately 1.7 billion USD in 2022 [3]. Globally, the digital transformation market was valued at 737.7 billion USD in 2022 and is projected to grow to 3,141.7 billion USD by 2030, at a compound annual growth rate (CAGR) of 19.8% [4]. These figures highlight the immense potential and critical importance of understanding and strategically guiding digital transformation efforts, not just for economic growth but also for enhancing public services and societal well-being. Despite the evident progress and substantial investments, Uzbekistan faces persistent challenges in fully harnessing the potential of digital transformation. The country's E-Government Development Index (EGDI) score was 0.6970 in 2022, placing it 69th globally [5], indicating room for improvement in online service delivery and e-participation. Furthermore, the Digital Divide remains a significant concern, particularly in rural areas, where internet penetration rates lag behind urban centers, hindering equitable access to digital opportunities. For instance, while urban areas boast an internet penetration of over 90%, some rural regions are still below 70% [6]. Unresolved issues include the optimal allocation of resources for digital initiatives, effective risk mitigation strategies for large-scale projects, and the development of sustainable funding models for continuous digital evolution. Tapscott (1996) famously elucidated the emergence of the "digital economy" and its profound impact on business models and societal structures, emphasizing the network effect and intellectual capital [7]. Castells (2000) explored the rise of the "network society," detailing how information technology shapes social organization, production, and culture, highlighting the transformative power of digital communication [8]. Schwab (2016) introduced the concept of the Fourth Industrial Revolution, arguing that digital transformation, fueled by technologies like AI and IoT, is funda ...
