INTRODUCTION
. In Uzbekistan, for instance, the number of English language learners has seen a remarkable surge, with over 1.5 million students enrolled in various English language programs in 2023, representing an increase of 25% compared to 2020 [1]. Moreover, the tourism sector in Uzbekistan experienced a 35% growth in foreign visitors from English-speaking countries in 2023, reaching approximately 750,000 individuals [2]. This influx underscores the practical need for robust communicative competence that accounts for a wide range of English accents, preventing misunderstandings and fostering clearer cross-cultural exchanges. The global linguistic services market, valued at approximately $60 billion in 2022, highlights the economic significance of precise language understanding and the demand for specialized phonetic training [3].
Despite the evident growth in English language education and international interaction within Uzbekistan, a critical gap persists in the nuanced understanding and pedagogical integration of specific regional accents like Cockney. Furthermore, current research predominantly focuses on standard English phonology, leaving the communicative-normative implications of non-standard variations largely unexplored within the Uzbek academic landscape. Addressing these unresolved problems is crucial for equipping learners with comprehensive phonetic awareness and enhancing their overall communicative effectiveness.
International scholarship has extensively explored phonetic variation and its societal implications. William Labov (1966), a foundational figure in variationist sociolinguistics, meticulously documented the systematic linguistic variation in New York City, demonstrating how social factors correlate with phonetic features, including vowel shifts [5]. Peter Trudgill (1974) further advanced this understanding by analyzing social and regional variation in Norwich English, highlighting how pronunciation patterns are strongly influenced by socioeconomic class and gender [6]. J.C. Wells (1982) provided a comprehensive description of English accents in his seminal three-volume *Accents of En
